Sovereign Administration Governance (SAG) Structure

1. National Leadership

President/Prime Minister

  • Elected every 7 years, maximum of 2 terms (14 years total).

  • Must have at least 15 years of leadership experience in governance, law, defence, or public administration.

  • Responsible for:

    • Strategic decision-making and national policy oversight.

    • Diplomatic relations and international representation.

    • Crisis response and coordination with security councils.

  • Works with an AI advisor to ensure data-driven, unbiased decision-making.

  • Cannot override public votes or referendums.

Deputy President/Prime Minister

  • Elected with the President/PM, assumes leadership in case of incapacity.

  • Assists with national coordination and interdepartmental projects.

Public Recall Mechanism (Removing the President/PM)

  • A petition with 250,000 verified signatures automatically triggers a national vote.

  • If 60% or more of voters choose removal, the President/PM is dismissed.

  • A snap election is held within 60 days to elect a replacement.

  • Recall petitions can only be launched after the first 2 years of a term to prevent instability.

2. National Council (Oversight & Transparency)

  • 50-member body, elected every 6 years (staggered elections every 3 years to replace half the council).

  • 50% elected by public vote, 50% appointed by professional committees.

  • Maximum of 2 terms (12 years total).

Role & Responsibilities:

Oversight & Investigation

  • Ensures government operations follow legal and ethical standards.

  • Investigates misconduct, corruption, and financial mismanagement in ministries and national programs.

  • Cannot override or block public decisions.

Legal & Constitutional Review (Without Veto Power)

  • If a publicly voted law has potential legal conflicts, the National Council can recommend a re-vote, but the final decision always stays with the people.

  • If disputed, a national referendum is held to confirm or modify the decision.

Ensuring Transparency in Direct Democracy

  • Verifies vote integrity, election fairness, and AI security systems.

  • Prevents fraud, vote tampering, and external influence in public decision-making.

Emergency Response Coordination

  • Ensures fast deployment of emergency funds in crises.

  • Activates national crisis teams when needed.

  • Supports the Defence & Security Council in extreme crises.

3. Expert-Led Ministries (Elected Every 4 Years)

Each portfolio is led by three experts, except for Defence & Security, which has five experts due to its complexity.
Experts are elected by public vote to ensure transparency while prioritising technical expertise over political influence.

Ministry Leadership Structure

  • Three Experts Per Portfolio (Five for Defence & Security)

    • Must have at least 12 years of experience in their field.

    • Elected every 4 years to ensure adaptability.

    • Maximum of 3 terms (12 years total).

  • Chief Executive Officer (CEO) of Each Ministry

    • A non-political administrator appointed from top public-sector managers.

    • Handles the day-to-day operations of the ministry.

    • Implements policies decided by the three elected experts.

  • AI Oversight System

    • Each ministry has an AI advisor to:

      • Monitor budget allocation and prevent corruption.

      • Analyze data to enhance decision-making.

      • Provide unbiased recommendations.

  • Support Staff

    • Dedicated teams of advisors, analysts, legal experts, and administrators.

Key Ministries:

Defence & Security (5 Experts) – Military, intelligence, cybersecurity, national security.
Internal Affairs & Justice – Law enforcement, judiciary, civil rights.
Foreign Affairs & Diplomacy – International relations, trade, conflict resolution.

4. Regional Governance & Preventing State Independence

To prevent states from demanding independence, SAG balances national control with regional autonomy.

Hybrid State Governance Model:

State Leaders Are Replaced With Regional Administrators (RAs).
RAs are elected every 5 years and report to the National Council instead of the President/PM.
No State-Level Laws Can Override Federal Laws.
RAs manage only local matters (economy, infrastructure, and education).
All regions receive fair resource distribution to prevent economic disparity.

Regional Leadership Board (RLB)

  • Composed of all Regional Administrators.

  • Provides feedback on national policies but cannot block federal decisions.

  • Ensures equal distribution of federal development funds.

5. Direct Democracy & Public Decision-Making

National Petition System

  • Any citizen can submit policy proposals online.

  • If a petition reaches:

    • 10,000 signatures → Sent to the relevant ministry for review.

    • 50,000 signatures → Requires a public debate & National Council review.

    • 250,000 signaturesAutomatically triggers a national vote.

Secure National Voting App

  • Used for:

    • Voting on national policies.

    • Leadership recall elections.

    • Large-scale budget allocations.

  • Includes fingerprint, facial recognition, and location verification for security.

6. National Crisis & Security Management

Defence & Security Council (5 Experts)

  • Oversees military strategy, cybersecurity, and national threat assessment.

  • Directs border security, intelligence, and counterterrorism.

  • Works with AI-driven early warning systems.

National Crisis Response AI

  • Monitors economic instability, security threats, and natural disasters.

  • Provides preemptive risk assessments.

  • Works with the Defence & Security Council to prevent crises before they escalate.

Emergency Reserves & Government Continuity Plan
Food & Water Reserves – Ensures survival in case of crisis.
Cybersecurity Network – AI ensures government data security.
Underground Government Bunker – Protects leadership during extreme crises.

7. Government Transparency & Corruption Prevention

National Accountability Tribunal

  • Investigates corruption, financial misconduct, and abuse of power.

  • Can freeze government accounts & assets if corruption is detected.

AI-Governed Budget Monitoring

  • Every government transaction is monitored by AI to prevent fraud.

  • Ensures fair and efficient public spending.

Term Limits & Anti-Corruption Measures

  • President/PM → 2-term limit (14 years total).

  • Ministers (Experts) → 3-term limit (12 years total).

  • Regional Administrators → 2-term limit (10 years total).

  • No political dynasties → Family members cannot run for office until 5 years after their relative leaves office.
